Nevada Tahoe Utility Due Diligence

What CA/WA Buyers Must Verify Before Closing

Trading a California or Washington income-tax bill for a Nevada address? Before removing contingencies, make sure you know who supplies your water, who handles sewer service, and which special district bills the property.

Nevada-side Lake Tahoe water and sewer utilities for California and Washington buyers

The walkthrough may focus on granite counters and lake views, but utility infrastructure can matter just as much for long-term ownership.

On the Nevada side of Lake Tahoe, water and sewer infrastructure is decentralized and unusually well engineered. Different General Improvement Districts, water companies, and cooperatives serve different neighborhoods.

That means two homes near each other can have different providers, different billing structures, and different due-diligence questions.

Who Manages Water and Sewer Service?

There is no single citywide utility serving every Nevada Tahoe property.

A patchwork of General Improvement Districts, independent water companies, and cooperatives serve the basin, each with its own treatment plant, rates, board, billing approach, and infrastructure history.

Property-Line Reality Check

Which utility bills you can depend entirely on which side of a property line you are on.

That is why utility verification should happen before contingencies expire, not after closing.

Calculate Your Nevada Tax Savings

Before comparing utility costs and ownership expenses, estimate how Nevada’s no-state-income-tax structure may affect your broader household strategy.

Nevada-Side Lake Tahoe Utility Providers by Area

Here is a high-level guide to the water and sewer providers buyers may encounter across the Nevada side of Lake Tahoe.

Area Served Utility or District
Incline Village & Crystal Bay IVGID Public Works for water and sewer
Kingsbury / Stateline Kingsbury General Improvement District for water and sewer
Zephyr Cove Round Hill General Improvement District and Zephyr Water Utility
Skyland Skyland Water Company
Cave Rock, Glenbrook, and other pockets Cave Rock Water System, Glenbrook Water Cooperative, and Douglas County Water Utility

Pro Tip

Before your due-diligence period expires, request the seller’s last 12 months of utility statements, not just the HOA documents.

GID fee structures vary. Some may bill water, sewer, and road maintenance separately, and a property near a district boundary can sit on a different provider than the house next door.

Does Incline Village Tap Water Really Skip Filtration?

Yes. IVGID’s treatment plant is one of a small number of U.S. surface-water systems operating under a federal filtration-avoidance exemption because Lake Tahoe’s source water is exceptionally clean.

Instead of filtration, IVGID disinfects with ozone followed by UV light, which helps address bacteria, viruses, and cysts without stripping minerals or taste.

“Drink Tahoe Tap” Applies to IVGID

This is the basis for the district’s “Drink Tahoe Tap” campaign.

The exemption applies only to IVGID’s system, which serves Incline Village and Crystal Bay. East Shore properties use separate treatment approaches.

IVGID System

Incline Village

Incline Village properties are generally served by IVGID Public Works for water and sewer.

IVGID System

Crystal Bay

Crystal Bay properties may also fall under IVGID Public Works, depending on the parcel.

East Shore

Separate Providers

Kingsbury GID, Round Hill GID, Skyland Water Company, and Douglas County Water Utility use separate treatment approaches. Always confirm the exact provider.

Can I Install a Private Septic System?

No. Since the early 1970s, Nevada and California have banned septic tanks and cesspools basin-wide to protect Lake Tahoe’s clarity.

Every property must connect to a centralized municipal collection system run by its local GID or utility.

Where Does the Wastewater Go?

Wastewater is conveyed out of the Tahoe watershed entirely. It is not treated for reuse inside the basin.

IVGID pipes treated effluent over Spooner Summit to a district-owned facility near Minden, engineered into wetland and wildlife habitat.

East Shore Routing

East Shore GIDs such as Kingsbury and Round Hill route sewage into the Douglas County Sewer Improvement District system, also conveyed out of the basin.

Destinations and routing can vary by district, which makes parcel-specific verification important.

Why Buyers From High-Tax States Focus on Infrastructure

Buyers relocating from California or Washington are usually drawn first by Nevada’s tax structure: no state income tax and no state tax on capital gains, retirement income, or Social Security.

For a household selling appreciated stock or a business, the difference can compound year over year when Nevada residency is properly established.

The Property Still Has to Hold Up

Tax savings only matter if the property itself works.

An aging GID sewer connection, unusual billing structure, or under-capacity pump station can create unexpected costs or future assessments.

Utility Due-Diligence Checklist Before You Close

  • Confirm the property’s exact water provider and sewer provider.
  • Request the seller’s last 12 months of utility statements.
  • Ask whether water, sewer, road maintenance, or special district fees are billed separately.
  • Check whether the property sits near a utility district boundary.
  • Ask about recent or pending assessments tied to water, sewer, roads, pump stations, or infrastructure upgrades.
  • Confirm HOA responsibilities separately from GID or utility responsibilities.
  • Review infrastructure questions before removing contingencies.

Why does utility due diligence matter for California and Washington buyers?+

Many California and Washington buyers focus first on Nevada’s tax advantages, but the property still needs to hold up. Utility providers, sewer connections, pump station capacity, special district fees, and pending assessments can all affect long-term ownership costs.
